How come ITV (on Freeview at least) is not running subtitles on most of the prog

How come ITV (on Freeview at least) is not running subtitles on most of the programmes it transmits on ITV2 ITV3 and ITV4.

I have spoken with ITV about this, and they regret that are unable to provide subtitles for programmes on these channels. This is because the programmes are edited to fit the new channel's schedules and this means there are few subtitles.

Ofcom have specified that these channels will have more subtitles, but I doubt you would find their timescale acceptable:
