We have no BBC or ITV reception at present although we can access other channels like SKY Arts. Is there a problem with the transmitter?

If you are receiving Sky Arts which is carried on the ArqA/COM5 multiplex, then you are not receiving it from the Newton transmitter which is only Freeview Light (PSBs1-3).
See Channel listings for Industry Professionals | Freeview for which channels are carried on which multiplex.
The chances are you are getting your signals from the main Pontop Pike transmitter. Which direction is your aerial pointing and are the rods vertical or horizontal?
The Popntop Pike transmitter is currently listed for Planned Engineering with the Possible effect on TV reception "Pixelation or flickering on some or all channels". This can mean no signal in weaker signal areas. Do NOT retune as this will likely clear your correct tuning and you'd need to repeat retune until you got your signals back.
However please note that there are some minor channel changes going on in these last two days in June, and a retune will be needed at some point and COM7, always a temporary multiplex, is closing.
