Why do I get Meridian TV news in HD (103) when I live near Luton. I believe Meridian is miles away in Canterbury, is this just another example of British organisation?

Meridian isn't "in" Canterbury. The Meridian region covers the S and SE, BUT because there is a limited number of ITV HD regions (distributed separately from the SD versions), Meridian is also fed to Anglia.
ITV HD Anglia East region is only currently available to Satellite viewers. There is no Anglia West HD region at all.
ITV HD London is only available in London cable network areas.

Brian: You would have to ask Sony, it was their decision to move some of their channels to the local TV multiplex last year (only available in areas where there is a local TV station on Freeview channel 7 or 8). Some Sandy Heath viewers (in Cambridge and some surrounding areas) can get the local mux from the Madeingly transmitter on the edge of the city.

We have retuned the tv after the channels changed last week . Why are we still getting a retune message on screen.

Mr peachey: Some broadcasters still appear to be showing the retune message, perhaps on the basis that not all viewers will have retuned yet. You can simply ignore the message if you have already retuned.
