The HDMI on your HD PVR may be interfering with the mux your BBC
channels
are on.
Try either:
tuning the PVR while connected with
scart
instead of HDMI
changing the resolution or interlace settings on your PVR.
My Digitalstream PVR wipes out channel 55 when in 1080p, but is fine in 1080i
Your mileage may vary.
