When planning to install a satellite dish, there are certain regulations that need to be considered. In general a dish of up to 1m in any dimension does not need planning permission unless it is in a conservation area or the building is listed. A 1.2m dish definitely needs planning permission, see Planning Portal - Satellite,TV and Radio Antenna for full details of what is and is not permitted.

The site states "if you are installing a single antenna, it is not more than 100 centimetres in any linear dimension (not including any projecting feed element, reinforcing rim, mounting and brackets);". That is in the secrtion dealing with houses up to 15m high, which covers most 2 storey houses in the UK. It's the second bullet point. That requirement has been in force for many years, certainly since before the turn of the century.
I assume that because your enquiries with your local council at the time of installation led you to believe that permission was not needed, then it is possible that a different member of staff could interpret that as being in need of retrospective consent.

For any contributor to thos website to be able to help, we would need some more information. Please could you tell us what equipment (TV and/or PVR) you are having the problem with and indicate your location, preferably by a post code or that of a nearby shop/post office. The we will knwo which transmitter you should be using and be able to find out how the TV/PVR should be tuned. You can usually find a User Manual on line for your equipment.

Freeview Channels | Freeview which listrs all of the programme channels available via Freeview. As far as I can tell, none of them are offering Punjabi TV.

Knowing that area of Sutton in Ashfield, it is just as likely that Dave is using Sutton Coldfield due to the terrain. Hence aerials aimed at different directions.

100% signal strength is far too strong for any TV or PVR to give reliable reception, the ideal is in the 70-80% range. You meed to reduce the signal strength going into your equipment, as MikeB has suggested.

Further to that said by MikeB, 4G does not carry Freeview TV signals as it is a method for providing better mobile phone signals but also carry internet services via the mobile phone operators. That allows some TV services to be viewed via a mobile device with a suitable SIM card attached. I am not yet aware of any TV set that has a suitable system built-in for reception and decoding of 4G signals, but I would expect some very new designs of TV sets will be available sometime with that feature.
Whitehaven transmitter is a 'Freeview Lite' service and only carries PSB1, PSB2 and PSB3, see Which Freeview channels does the Whitehaven transmitter broadcast? for more details. It appears that a limited 4G TV service may become available from 2019.
