I have now connected the eye to the 2nd tv, set the source to HDMI and channel to 68 but am not getting any signal.
I tested the cable (already wired) by plugging the eye directly to the socket in the wall and have noticed the eye does not light.
Any suggestions?

I can confirm this is a communal system in an apt block. We upgraded to a digital system earlier this year and I did ask the engineer to ensure I can get sky on a 2nd tv via that socket which leaves me to believe I am over looking something.
I connected the eye directly to the box again and it is still lit.
Wrt to verifying if the sockets are connected: RF1 is connected but there is no signal on the 2nd tv. If I change the source from HDMI to DTV I can view freeview. I believe my error may be setting the tv on analogue. I am confused by your reference as I thought the system was changed to digital. Can you please confirm how I can set this to analogue and how do I identify that it is set to analogue?
HDMI is the source setting on the tv (connected directly to the box) that I use to view sky. The box in question is sky + HD.

I connected the magic eye directly to the back of the sky box. I have turned the RF2 power supply on however the magic eye red LED is not lit. I have tried 2 magic eyes so I am assuming it is the output 2 that is faulty. Any suggestions?
