I can receive FM broadcasts on an FM radio with very little energy ... even inside a pen with tiny battery which lasts ages. Digital radios are much more complex (& therefore expensive) and power-hungry, & need stronger signsl too.
Just think of say 5 million households each consuming an extra 20 watts ...or more ...that's at least 100 megawatts!!
20 million households with their routers on day & night (say 20 watts) .... That's 400 megawatts ..or one whole power station!
