Yes they are all on the same BBCB HD (PSB3) mux which is UHF channel C47 at Oxford.
You aren't perhaps also tuned/receiving this mux from another transmitter which could be received in your locale? If so, those TV channels would be on different LCNs, probably 800s, if either tuner has more than one transmitter.
I'm wondering if another possibility might be causing confusion - that's something called CLM (Channel List Management) which is now operative for BBC channels on some of the latest Freeview Play compliant devices. This is where the BBC HD channels are copied to LCNs 1, 2, 9 (BBC4HD), 23 (BBC3HD) and the SD versions moved to 611, 612, 613, 614.
CBeebies & CBBC HD and SD are swapped LCNs to add to the confusion!
Apparently, if your internet connection goes down for a lengthy period, the channels can swap,back (or even end up in the 800s)!

As far as we know, it's routine maintenance. Arqiva never giver details of what the work entails or how long it will last as some of it may be weather dependant. Clearly such work is better done at this time of year when weather is not so inclement. It's a good ten years since DSO and one would image that most transmitters will need a lot of maintenance checks etc. This isn't the only transmitter where works have been running on and off for several weeks.
It's very unlikely that will be any change in transmitted power as these are subject to international agreements.

As you haven't given a full postcode or said which transmitter your aerial is pointing at, depending or your location there could be one of 4 transmitters you might receive.
IF your aerial it pointing at the Tay Bridge transmitter (it would have its rods vertical) then that one is subject to Planned Engineering.

Hmm, odd.
Well, I know nothing about MediaPortal (other than what it is!) so can't offer any specific comment on that.
It's always possibly that whatever the engineering works entail, it might cause some strange behaviour!
The only additional information I can offer is -
1) Please note the frequencies given at the very top of the page have not been updated since the 700MHz Clearance.
PSBs 1 & 2 are exactly on channel C41 & C44 and COM5 is exactly on channel C37. There are no offsets on any of the channels here now. If you are tuned with an offset, this could cause problems.
(FYI Auto channel tuning on TV sets etc do not have a problem tuning if there's an offset or not. Offsets are typically 166KHz, the numbers on this site are rounded to 0.2Mhz).
Also the Local mux is broadcast on two channels beamed in different directions -
On C46 to the East, and on C22 to the SW and NW.
2) I'm led to believe there are still remaining bugs in the EPG (not an area of my expertise) so how this may affect your listings is unclear, and I wouldn't like to hazard any guesses.

It could well be weather conditions Jimmy, there's currently a lot of quite strong to intense tropospheric ducting predicted for your general area at the moment and the BBC have issued a specific warning for Millburn Muir! I guess with the low transmission power of Millburn Muir it can affect you even at 5km away!
Freeview and the BBC have issued general warnings for the possibility of short term disruption to reception across various parts of the UK.

This transmitter is apparently scheduled to close down completely on the 18th September!

Which stations and on what frequencies are you not receiving?
Caradon Hill only transmits 3 FM stations -
BBC Cornwall 95.2, Heart 105.1, Pirate FM 102.2 and I can't find any reported problems.
As you haven't given a full postcode or details of the stations you aren't getting, it's impossible to be certain what you are tuned to and not getting.
If it BBC Nationals (Radios1-4), they are transmitted from North Hessary Tor, also Penaligon Downs (nr. Bodmin), neither of which have any reported problems that I can find.
They're also transmitted from Redruth which has reported "slightly" reduced power from From 10:03am to 3:48pm on 30th Aug 2023 due to essential engineering. Frequencies are -
BBC Radio 1 99.3MHz, BBC Radio 2 89.7MHz, BBC Radio 3 91.9MHz, BBC Radio 4 94.1MHz, BBC Radio Cornwall 103.9MHz.
