Hi. It's very unlikely to be a transmission fault if it's happening on one set and not another. You could also check with neighbours that they aren't having the problem.
There's no Planned Engineering currently listed or reports faults by the BBC or Freeview.
I'd very carefully go through your sound settings when watching an HD channel. Some sets do have settings that allow you to adjust the sound sync and a reset may not reset them back to 0.
If the problem is still ongoing, post the make and model number of the set, someone may know about an issue.

Brian, well sorry, I do know differently - the station isn't even on air yet so I can't possibly agree with your view about "the range of viewpoints". Let's wait and see before condemning it out of hand.
As for the RTS article, apart from being interesting and primarily about stories that have taken time to investigate and how some of them have gone about it, it is NOT a "definition" of investigative journalism! And there's no reason why the principles and way they go about these investigations shouldn't apply to other stories that appear in the news.
I think we've done this one to death now!

As you have no doubt discovered by now, your signals are back. The BBC have reported that the transmitter was Off the air due to essential engineering from 9:02am to 1:32pm on 4th Jun 2021.
Just so you know, advice is not to retune if you lose signal (for whatever reason) as this usually just clears the correct tuning.
Going by previous reports, the transmitter doesn't appear to be off-air on a frequent basis.
There are DAB radio transmissions from the Peebles transmitter, it transmits the BBC National multiplex Block 12B: 225.648 MHz. If you provide a full postcode we may be able to provide some reception advice. We might also be able to advise if you may be able to receive the commercial TV multiplexes from another transmitter. Other options are Freesat, if you have an unobstructed view to the Astra 2 satellite 28.2 deg E. A lot of modern sets have built in satellite tuners, so all you need is the Dish and LNB.

This is an independent technical helpsite. If you have BT TV and have had a BT engineer visit and he is aware of similar problems with others in your area, then he should know exactly who to report the problem to.
I can't find any current listing of problems or engineering in your area (that doesn't mean there isn't any - sometimes lists aren't up-to-date). If the problem continues, I would get back to BT and ask them if they have reported the issues to the relevant organisation (quite likely to Arqiva!).

I can't find any Faults or Planned Engineering listed for the Waltham transmitter but your description sounds like it could be periodic reduced power at the transmitter due to some maintenance! That said, because none is listed we don't know but the lists unfortunately aren't always 100% accurate.
There are other possibilities such as interference which could come from some distance away down the power lines, but it's quite unusual that interference of that sort only affects one multiplex. There are some other more likely possibilities.
Have you altered anything about in your installation recently? Make sure you don't have any HDMI leads near unscreened/poorly screened flyleads/aerial leads as HDMI has been known to cause interference.
I would check that your aerial seems intact and pointing in the correct direction and that your downlead looks undamaged (especially if it is old). Also check all your coax plugs, connections, flyleads etc, unplug connectors check for corrosion or other problems and reconnect them. Flyleads are a common problem, try swapping/changing them.
See what signal strengths and quality you are getting for the multiplexes (groups of channels) shown in your TV's tuning section.
Problematic connections, water ingress etc. can seem to affect reception of just an individual or several multiplexes.
Low quality could suggest a problem with the installation or interference.
As a general rule, it's not a good idea to retune when you have no signal or bad pixellation as the frequent outcome is just to clear the correct tuning. If you are now picking up the PSB2 multiplex even with problems, I'd advise against further retuning.
Post back with some more detail if the problem persists.

In your list of examples you mentioned eg. political corruption. How many stories have there been in the last 15 months or so along those lines which have turned out to be a load of bull.
There's been too many reporters (I'm not going to call them journalists as it's offensive to the good ones) who hear a bit of "gossip" and report on it as though it's fact without checking a single thing. This is the sort of thing that most of the public are fed up with. Reporters need to learn to investigate.
It doesn't matter whether it's a documentary type programme that's taken weeks/months/years of investigation or a simple news report - where investigation might be achieved quite quickly. There again in some cases it might not!
As I said previously, and others have too, time will tell.
