Coms 7&8 are moving to Channels 55 and 56 on 7th June 2018 according to this document:

From 7th March Kidderminster's new channels will be 32, 34 and 35 (all Group A).

Not saying this is true in all cases but our communal system provides signals for the local channel group only and if the interim muxes fall outside the local group (as they once did) that's just too bad because the housing association is not willing to spend money on a complex update to over 150 separate installations which benefits a relatively handful of viewers. There is nothing in the rental agreement which says they have to provide all available terrestrial channels either. It's tough luck on some tenants but that's just the way it is.

The Leamington Spa relay station moved from Group C to Group B in March. It's possible some people in that area require a new aerial.

Sutton Coldfield has always been Group B so there's no reason why anyone would be using a Group C/D aerial.

Channel 5 has now been granted a Freeview HD licence and speculation is that they will be using the space recently vacated by BBC3HD along with LCN105.
