I have a Humax HDR Fox T2. It has a CI+ slot. I've been told by TUTV that they broadcast from the Wenvoe transmitter. On the TUTV website they advertise that they sell a CAM adapter and a smartcard, for Sky Sports 1 & 2 and ESPN, for a TV. Would these work in the Humax?

Is it practical to view Irish DTT(e.g. Saorview) in South Wales, or is that wishful thinking? What about on satellite(RTE,TV3,etc.)?

FTTC uses fibre to the cabinet (as the name suggests), but then copper from the cabinet to your home. Thus it suffers from similar inadequacies as ADSL.
To call it "fibre Internet" is a misnomer.
I would call "fibre internet" FTTP.

Australia removed its licence fee many years ago, so that the ABC (the Australian version of the BBC) is funded directly from government. This has the disadvantage that the ABC is beholden to government for funding, and they have to go, cap in hand, to government every now and then.
Is this feasible for the BBC?
