I am in Southampton and find that channel 12 and 15 are weak. Will I improve reception by turning my Ariel vertical? Are these channels transmitted at 50 as against 200?

Why are the strong channels placed on vertical transmissions when 90% odd of all aerials are horizontal?

I live in the Bassett area of Southampton and have found that channels 12 and 15 have much poorer reception levels that the other channels. I have been up on a ladder and changed my Ariel position somewhat - this has resulted in rather better reception but still not as good as for example BBC1/2 or ITV. Is this usual and are these channels transmitted at a much lower power?
