C23 reasonable but C26 & 29 no reception. Obviously can only pick up from Brougher. Reception also varies according to weather. When is a better service likely to be available?

I live in McCrea Park, Clogher. I can receive the main channels BBC, UTV but other channels can be very pixelated. Other houses have the same problem.
Is this a transmitter problem? Brougher Mountain?
