Are you conflating the BBC Executive with the BBC Trust? It sounds like it.
I suspect that Alan Yantob is very much in touch with the sort of thing that he is supposed to be in touch with. I bet £180k doesn't seem like much if you're, Damien Hurst or even Lady Gaga...

Worth remembering that the problems with MP's expenses is that, unlike everyone else including Alan Yentob, they didn't need to provide any proof.

Mobile phones and driving | AA says
"It has been illegal to use a hand held mobile phone while driving since December 2003. ...
While it is an offence to be seen using a hand held phone, regardless of whether driving has been affected, this is not the case for hands-free phones.
However, if you are seen not to be in control of a vehicle while using a hands-free phone you can be prosecuted for that offence. The penalties are the same as for using a hand-held phone"
Using an i-Pod while Driving
"However, following a policy revision in December 2007,will now be treated as dangerous driving - meaning that the driver was avoidably and dangerously distracted. If charged and found guilty, drivers face a 2 year prison sentence. Take note that this policy revision does not relate specifically to mobile phones, it also applies to satellite navigation systems, iPods and MP3 players, and can be extended to similar devices that distract motorists from their driving."

There's nothing on Eutelsat 28A & Astra 2A/2E/2F at 28.2?E - LyngSat or Satellite directory - KingOfSat to indicate that Channel 5 is FTA.
The Channel 5 advertising regions are listed on the Spot Advertising Macro Map | Channel 5 page. The BBC regions you have listed are the "Part Network" ones.
It's worth remembering that Sky (and Freesat) can only swap out SD channels for HD ones in the EPG if the replacement has the correct regions.
For the BBC this means content, but for Channel 3, 4 and 5 this means their ad-regions.

Jim: The problem for the local TV channels is the relative high cost of satellite transmission for tiny target audiences.
I would suspect that London Live which has a target audience of 8.3m is nearly 30 times that of Nottingham (0.3m) means that satellite capacity is alsmost cost-effective for them.
Satellite transponders are great for national coverage, but are uneconomic for Nottingham, which is 0.47% of the nation as a whole.
