Check that the Sky box is in "RGB mode" (not "Composite") from the Picture settings menu, and that the SCART input on the TV can use RGB. Sometimes you find that only one SCART input can.

Richard: The BBC is forbidden, by primary legislation, from operating local radio multiplexes.
Whilst the BBC and Muxco use Arqiva to do their installations, no cross-subsidy is allowed.

M: Sky+ does not require connection to a terrestrial analogue to work. It gets all it needs from the two links to the satellite dish.

steve: Look like the Llangollen FM transmitter is in a state of repeated failure.
Click this link - BBC - Reception problems - and choose "radio" then "analogue".
I don't scrape the BBC system for radio information, it has taken some negotiations to allow me to get to the TV failures.

ian: Because it is the random presence of a distant signal, it will cause whichever multiplex to be swamped with an analogue transmission. The effects depend on which random distant signal is suddenly present.
This depends on your location in relation to the transmitter you want, and the distant one you don't.
