The work done by Arqiva is of the highest standard (well, apart from at Oxford).
I suspect you need to do some reading up about digital television transmission standards.

Jennifer: TV3 is encrypted and is only provided to Sky customers in the RoI, it can't be got by using "add channels".
You have not provided a postcode so I can't really say if you can get the digital terrestrial service in the RoI.

JOHN T JONES: Freeview channels are allocated to the highest bidder, no channels are reserved, aside for those for the BBC (one multiplex) and the Channel 3, 4 and 5 licence holder.
