No encyption for Freview HD, Freeview HD extended

According to BBC's plea for anti-piracy measures on Freeview is turned down - Media - guardian.co.uk and Ofcom holds on HD licence change - Broadband TV News Ofcom have told the BBC they cannot change to a part-encrypted service for Freeview HD.
With the service starting service in just over three weeks, the BBC will not be able to use some very poor encryption on the data part of the digital multiplexes.
In addition, What Satellite & Digital TV is reporting there will be more Freeview HD transmitters BEFORE switchover than before, with up to 20 transmitters getting the service before switchover.
So, transmissions, check. HD ready TV, check. BBC HD, ITV1 HD, Channel 4 HD, check. Boxes! Where are the Freeview HD boxes?
