The government has asked the BBC to pay for set-top boxes for the elderly, but the arrangement has not yet been finalized. No one has ever stated if this will include an aerial upgrade.
For many people no new aerial will be required, for other an upgrade will only be required to allow reception of all channels.
After switchover the digital signals will be much stronger and so those people who required an aerial because of weak signals will no longer need one.
