This is already possible.
One must remember that the Freesat, Fransat, and Tivusat systems are all designed to lock the viewer in to a particular EPG with only stations approved by the particular consortium. Since many of the stations (all in the case of Freesat) for each of these consortiums are actually free to air as opposed to "free to view" with a card in order to decrypt, it is possible with a generic free to air satellite receiver and either a multi LNB dish or better a dish on a rotor to view the public service stations and many of the major commercial stations from UK, France, Italy as well as Germany without being locked in to an "official receiver" and to create one's own station listings/EPGs on either a satellite position and/or country basis.
For those asking but how does one watch TF-1 without a Fransate or TNT sate receiver, the answer is the TF-1 Suisse service even available in HD, as well as M-6 Suisse/M-6Suisse HD on Eutelsat 9A (9.0 East).
And even though neither the Netherlands nor Vlaanderen make their PSBs free to air on satellite, there is BVN (Beste van Vlaanderen en Nederland) carrying a mixture of programming from both, including the main news programs, NOS Journaal and VRT En Het Journaal.
Thus with the EU's "broadcasts without borders" directive in place, there is no impediment to receiving most major TV services from most of western Europe.

ITV spell the name of this station without a space as in ITVBe, so why do you break it up into two words?
Would you be happy if ITV spelt your name as "Brian tist"?

This is easy enough to do if one has satellite and an FTA receiver which allows creation of one's one channel lists and your scheme is in fact the one I use for 28,2 East. Also most quality Freeview receivers do allow channel renumbering so you can in put the stations on your preferred channel numbers eg BBC-1 HD on 1, BBC-2 HD on 2, BBC-3 HD on 3, BBC-4 HD on 4,BBC News HD on 5, BBC Parliament on 6 etc.

Bay TV Liverpool launches at 17:30h UTC today, Thursday December 4th, on Freeview EPG LCN 8, with a 60 minutes opening special, and then the regular evening report of 30 minutes of news, business and sport.
The station is transmitted from Storeton on UHF Channel 30 and from Winter Hill on UHF Channel 56.
The start date of June 30th given above and on the Winter Hill page is incorrect, and repeated comments to get the start date, the transmission mode typographical error, and the frequency corrected have been ignored.
Clearly the provision of accurate information on this site is not a priority.

The answer to the question is YES, yes you can watch for free.Both Bloomberg and CNBC are transmitted from the 28,2/28,5 East satellite cluster unencrypted and FREE TO AIR and can be received on any Ku band digital satellite receiver include those offering the Freeview and BSkyb EPG.Currently (2015-05-26)Bloomberg Europe is transmitted from Eutelsat (Eurobird 1) 28A at 28,5 East transponder C1LFrequency : 11426

So what? If you are referring to your live TV reception licence, that does not guarantee reception of any TV service. COM7 (hint is in the name) is a commercial service multiplex and commercial multiplexes are only provided where the commercial operators consider the provision of the service to be commercially viable and where a frequency is available which will not interfere with broadcasts from other transmitters.

D Whittaker: "can anyone suggest if an aerial upgrade would improve things?The transmissions of the North West multiplexes from Storeton are VERTICAL polarisation (the WALES PSB1,PSB2,PSB3 highlt directional towards Clwyd are actaully horizontal) whereas those from Moel-y-Parc and Winter Hill are HORIZONTAL. Therefore your father in Prenton will have a southward directed vertically aligned antenna pointing towards Storeton. It is therefore only due to the high signal levels from Moel-y-Parc and Winter Hill that he is receiving any multiplexes from the off-beam wrong polariztion.So to improve your reception of mutliplexes (COM 7 and 8) not broadcast from Storeton and to maximize channel choice, the best arrangement is to keep the current antenna pointing at Storeton and install an additional horizonally aligned antenna pointing to Moel-y-Parc.Again to receive all available FTA UK radio and TV services and those from other nations, a motorized dish and an FTA satellite receiver is the solution. Last time I checked the only (non-shopping) services on terrestrial which were not FTA on satellite were AlJazeera English HD., Channel 4 +1 HD, Channel 4seven HD, 4Music, Dave, Dave ja vu, Home, Quest, Quest+1, and Your TV +1.

Wirral Radio went off air on the DAB multiplex at 10:00h on Friday, February 9th, 2018 citing financial difficulties.
The station continue to broadcast on the Internet via its online stream.

In discussing the government attitude towards free over-the-air radio and TV, from either satellite or terrestrial transmissions, people always overlook one very important factor.
The government receives zero income from viewers who use these free services.
However, those users who receive these services via a subscription service eg cable or BSkyB or IPTV or via cellphone service pay VAT on their subscription.
Therefore it is in the self interest of the government to force people to subscribe to some commercial service in order to provide additional funding from VAT for the government, who can then reduce top level income tax and corporation tax to benefit their friends and financial supporters.

@Mike Dimmick Thank you for your detailed explanation of the legal situation. However what I do not understand is that how on one hand you state, no doubt correctly, that "This gives the BBC power to enforce TV licensing in the dependencies" but that in 2009 the Tynwald setup a review to decide whether or not to continue with the licence fee, as reported by the BBC. BBC News - Isle of Man advised to maintain TV licences If the BBC can enforce TV licensing on the Isle of Man regardless, what would be the point of a review to decide whether to continue with it or not? And presumably a similar situation exists in Jersey, Guernsey and Sark? According to various sources, the governments in the Isle of Man and Channel Islands only have to accept legislation passed by Westminster if their parliaments approve. One also has to remember that even if the result of the referendum is "YES" which is looking increasingly probable, the terms of separation will be negotiated and that it is unlikely that Scotland will get everything it is asking for, just as Ireland was disappointed with the treaty of 1922.
