I have all normal Freeview stations, but all the HD stations have disappeared. I have retuned twice, but the result is the same - all normal digital stations, but all HD vanished?

Hi,
I am doing some research on behalf of my elderly Mother who lives halfway down Beatrice Road in Oxted, Surrey RH8 0PZ.
Owing to its location, in a valley, it was not possible to receive a terrestrial signal from Crystal Palace, so my parents had a Sky box feeding their old analogue set. However, we have now replaced the old TV with a new Sony, HD flat screen with built-in Freeveiw+ and dumpled the Sky box. Because .... if I check on-line with such sites as digitaluk.co.uk or Freeview, I am assured that my Mother will be able to receive a digital signal, via Freeview, from Crystal Palace on her new set as from 18th April.
Despite retuning my Mothers set on several visits, we are unable to receive any digital signals at all and the TV reports 0 digital stations which surprises me as usually there are some digital signals transmitted prior to switchover.
I would be very interested to hear whether my Mother will be able to recieve digital Television signals in Oxted and your professional thoughts on this situation woudl be much apprecited.
