There have been no specific changes just affecting those channels (assume you mean ITV3 & Talking Pictures). Now the Ramsey transmitter is a Freeview Light transmitter and doesn't transmit the ArqB multiplex that carries Talking Pictures, see Digital UK | Channel listings
Either you are not tuned to Ramsey at all, or are possibly picking up just the COM4/5/6 muxes from another transmitter.
Check which way your aerial is pointing. Putting your postcode into the DigitalUk coverage checker Coverage Checker - Detailed View shows the predicted reception from the various transmitters.
Enter your sets tuning menus to see which UHF channels you are actually tuned to which may help. You might also want to check all your coax connections, at least unplug them and re-plug them to try and ensure no dirty or bad connections.
Something else worth trying if all else has failed is to unplug the aerial and do an automatic tune which will clear all previous tuning & channels. Then plug the aerial back in and do a manual tune for the UHF channels for the multiplexes on your preferred transmitter(s).

I don't know if you saw this page Changes to the Freeview channel line-up in Cumbria, south west Scotland and the south Lakes | Freeview not that it solves your reception issue. I'm surprised that there is that much difference in signal between the SDN mux on C23 and the BBC HD mux on C22, espeially as the SDN mux is transmitted at lower power.
Worth checking first, you don't have any boxes with an RF output that is using one of the lower channels? If so, retune it so that it uses one somewhat above say C37.
I assume you carried out a full retune? Sometimes boxes and sets get in a confused state after retunes so it may we worth doing the following -
Unplug the aerial and do an automatic retune which should clear all previous tuning and channels as there is no signal. Then plug the aerial back in and do a manual tune for each of the UHF channels allocated to each multiplex.
If the issue still persists, do you have a wideband/group T aerial? If so it's possible that your received signal is right on the digital "cliff-edge" and you might be better off with a dedicated Group A aerial which has higher gain than a wideband and slightly less "drop-off" at the bottom end. You'd be best talking to a reputable LOCAL TV aerial engineer, one that's been recommended and not one that just installs "contract" aerials.

As I'm feeling slightly magnanimous at this moment, read this post True Entertainment | free and easy which gives links and all the relevant details about the True TV channels.
In addition, there's pages like Changes to the Freeview channel line-up in Plymouth, parts of Devon and east Cornwall | Freeview and Changes to the Freeview channel line-up in Cumbria, south west Scotland and the south Lakes | Freeview giving details/explanations about the loss of COMs 7&8 in some areas. For those wanting to monitor details of forthcoming changes and other information Service Updates | Freeview is a good page to check.
And of course to get the predicted reception and available transmitters and multiplexes at your location, as well as forthcoming retune events and reception changes, put your postcode (and house number can sometimes be relevant) into Digital UK - Coverage checker

Your aerial should be horizontal for Sandy Heath and from your location it's approximately SSE. You need a wideband aerial to get all channels from Sandy Heath, but if you have an older aerial, as you are quite close, you MAY be lucky to get adequate reception.
However, to see the actual predicted reception at your location, put your postcode into Digital UK - Coverage checker it will also give you the bearing and distance from the transmitter.

You have looked at a page which unfortunately is out of date. The Freeview site doesn't seem to be that clever with keeping some pages like that up-to-date. See Digital UK | Channel listings for what is generally an up-to-date list of channels and on which multiplex.
As it's on the COM8 (HD) multiplex you need an HD (T2) tuner to get it.
Also put your postcode into Digital UK - Coverage checker to see predicted reception at your location to make sure you can receive the signal ok.

But, there's no reported issues there at present, put your postcode into Digital UK - Coverage checker to see the predicted reception at your location from the available transmitters. Check you are tuned to the correct ones, and check your coax connections etc by unplugging them , inspecting them and plugging them back in, this should check the connections are clean etc.
