Whatever the cause turns out to be, "the thing to stress" is that reception was ok until sometime after receiving the postcard if in the unlikely event that the engineer being a trifle pernickety !!

It should be, those 3 are on the Local multiplex which is beamed towards the Middlesbrough area, so unless you are in that direction, you may not get it.
Do you get a Local news channel at LCN 7 or 8 and/or HorrorXtra at LCN69 ?
If not, you aren't getting the Local mux, try a MANUAL tune for it on UHF C30 from Bilsdale, you may get a weaker signal (otherwise if you give a full postcode, we could look at the predictions).

In your location you should get the best reception from Rowridge with your Aerial rods (or squashed Xs) vertical rather than horizontal as Rowridge transmits both but with higher power for the COM multiplexes.
Depending on the beamwidth of your aerial, with it vertical you may also get a reliable signal for the 3 PSB multiplexes only from the Poole relay, but if you currently get the Local multiplex from Rowridge and wish to continue, your aerial needs to remain horizontally polarised.
As far as disruption to reception, yes the ongoing engineering will not help but also see the last post of mine here just before the engineering one, about current weather conditions.

If you are talking about Freeview, then subtitles appear to be available on every Quest channel BUT they may not be available on all programmes.
Otherwise you'll have to contact the broadcaster (this is not their website but an independent technical help-site) discovery+

There seems to be a bug in the system at present, posts did not appear to be returning to the page on which it's posted (hence 4 copies on the Bilsdale page_ BUT it seem it's because at the current time of posting they are taking a VERY VERY VERY long time to appear!

As detailed on the Stockland transmitter page, there is Planned Engineering - Possible effect on TV reception week commencing 09/10/2023 Pixelation or flickering on some or all channels.
As you haven't given a full postcode, we can't check your predicted reception. If you are in a weaker signal area that can make matters worse.
BUT in addition, current weather conditions have been causing Tropospheric Ducting affecting much of the south coast and southern parts of the country on Saturday and more of the south of the country through Sunday. This causes interfering signals from distant transmitters in Europe or the UK to affect reception of your wanted signals. This can periodically last, seconds, minutes and sometimes much longer - Do NOT Retune.
There is nothing you can do about this apart from wait for conditions to change, or use online streaming if available.
The BBC have issued warnings -
High pressure weather conditions impacting TV & Radio services - 6th October | Help receiving TV and radio.

If you provide a full postcode we can check your predicted reception.

As you haven't given a full postcode, you may a;ready be in a weak signal area and then in addition it could well be current weather conditions affecting you, they have been causing Tropospheric Ducting affecting much of the south coast and southern parts of the country on Saturday and now extending into the Midlands and North of the country through Sunday including East Anglia. This causes interfering signals from distant transmitters in Europe or the UK to affect reception of your wanted signals. This can periodically last, seconds, minutes and sometimes much longer - Do NOT Retune.
There is nothing you can do about this apart from wait for conditions to change, or use online streaming if available.
IF you did retune, you be best manually retuning the UHF channels for your transmitter.
