trevorjharris: Channel 4 is clearly as "public service broadcaster" as it not-for-profit corporation which has no shareholders and makes programming supported by advertising and receives only the allocation of bandwidth (but not the costs of broadcasting) as a "gift".
The BBC has it's royal charter and Licence Fee funding (and therefore no adverts).
ITV1 and Channel 5 have to provide certain output (mainly news these days) to get their "PSB status".
There has never been any proposal for the government to "drop the whole concept of a PSB" as both parties support the PSB concept in their manifestos.

Mike Dimmick: I can't help noticing that funding for "Digital UK" will dry up once the last switchover event has taken place, so I can't help wondering if "Digital UK" will have anything to do with post-2012 changes to the broadcasting arrangements, beyond what is arranged for pre-DSO stations.
I will have to go though http://licensing.ofcom.or….pdf and look for all the relevant changes.
I suppose there is a possibility that the post-2012 changes shown here are caused by changes from international stations, as they are for the Brighton area.

kate: The article title is a quotation, it can't be wrong.
You may have another opinion; however the title reflects what was said by Dan Brooke, who in a position to speak on behalf of the Chnannel 4 corporation, which of course you are not:
"Fees were introduced to give Sky a leg up ... If that money wasn't going out of the door we'd be delighted, and would put that money back into programming."

Les Nicol: I think that Channel 4 are handling the advertising sales - it is a shame the channel didn't put itself of Freesat.
