Gwyn: This does sound problematic. You would not normally expect a Distribution amplifier to also power the masthead device.

Roy Simmonds: The channel should still count as a "Level One" channel for subtitling, which requires about 80% of the programmes to have them. More at Ofcom | Code on Television Access Services and Ofcom | Statement - Television Channels Required to Provide Television Access Services in 2011 .
You can complain to Ofcom at Ofcom | Subtitling, signing or audio description .
