One idea - which is likely to prove controversial - is to focus resource on serious complaints by 'ending correspondence on trivial, misconceived, hypothetical, repetitious or otherwise vexatious' ones.' People aggrieved to learn their complaint falls into one of those categories will have the option of an appeal to the Trust.
