Yorkshire, Westcountry and Border updates

The latest switchover frequencies from Ofcom have been added

Ofcom have published the switchover frequencies for the Yorkshire region, and I have incorporated these into the site.

Also updated were the Westcountry and Border documents and these changes are now on the site too.

The changes now include the "+" and "-" ofsets, and whilst you can't see these yet, they will appear when I have verified everything is correct.

I am checking the rest of the documents today. Done so far:

• Wales
