How do you know they are 'wrong'? The data shown here is from a direct feed from Ofcom. They are the ones who should know.
Plus I don't recognise your terminology of 'B700'. Do you mean the intended change to use the frequencies above 700 MHz for 4G mobile transmissions?

Providing it can be directed correctly towards the transmitter and avoiding any water pipes or tanks and there is no metal lining (the common felt or 'Tyvek' is not metallic), then yes it should work fine in the loft always assuming that your have a clear line of sight towards the transmitter and are not too far away from it.
I use a Log36 in my loft in Trowbridge, Wiltshire and get excellent reception.

Near the top os this page is a section showing the current and projected future channel usage of the Mendip main transmitter. It corresponds to that published by Ofcom recently.
I'm not sure where you are getting your channel allocation data from but it differs markedly from that already available. It is highly unlikely that it will be limited to channel ion the 32 to 36 plus 48 range.

It is very unlikely as ITV4 is a purely commercial channel and relies on making a profit but transmitting from any transmitter costs quite a lot of money. If the broadcaster, ITV in this case, does not see that it will return sufficient profit then they will not pay to transmit. The area covered by Windermere is relatively sparsely populated, so little chance of a profit. So it seems unlikely.

According to the Transmitter Engineering entries, Bluebell Hill is on weak signals at present. Hence some may have reception problems. DO NOT retune.

Do you mean Mallorca in the Balearics? If so, you are lucky to get any signals from the Sky satellite services. Sky only has rights to transmit various programmes to the UK territories and they do not provide viewing cards to non-UK addrersses.

Mr Habergham:
Try switching off the box with the remote control, then unplug the mains from the wall socket. Wait at least 5 minutes and then put the mains plug back into the wall socket and ensure that socket is witched on if it has a switch. Then wait a further 5 minutes at least. After than, switch the box on with the remote control and check that you see channel 998. If you do then select channel 101 (BBC1) to check that you get the normal channels.

Unlikely at present. Skelmersdale is partly served by a Freeview Lite transmitter but there would be issues with interference from other transmitters operating on the same frequencies.
Can you tell us the reported signal strengths on the channels you can get and indicate if any are free from the problems you describe, please?
There are also some mobile service masts in close proximity to your location so they may be a sourv=ce of problems for you.
