"They" could not. ITV own the slot, they are only likely to use it to broadcast one of their channels.

Me: This may happen to some people on the fringes of reception, due to the change of transmission mode to provide Sky Sports 1 and 2.
But, please try My Freeview box has no EPG, is blank on FIVE, ITV3, ITV4, ITV2+1, has no sound or the channel line up is wrong | ukfree.tv - independent free digital TV advice first.

Steve: You've now got ITV1+1 on 33, that's what's new.
