Are there any planned engineering works or unexpected transmitter faults on the Barskeoch Hill (Dumfries and Galloway, Scotland) mast?

UK Free TV shows the coverage area for a radio transmitter as a coloured overlay (orange for FM, other colours for DAB) on the grey map. We have computed the coverage by combining the terrain with the official radiation pattern. A single click will select the transmitter to view the coverage for a single site, and a double click goes to a page showing full details. Click on the buttons in the right-hand corner of the map to choose from different frequencies (or multiplexes for DAB).

This is the DAB radio transmitter page. If you are referring to DAB reception there may be interruptions due to engineering work primarily related to the DTV retune event (31st July) as per the engineering works note at the top of the page.
If you are referring to TV reception, you need to retune, see Barskeoch Hill (Dumfries and Galloway, Scotland) Freeview Light transmitter | free and easy

I am getting a good bbc1 and BBC 2 reception in Dalbeattie but the reception signal for itv and channel 4 etc are dreadful. Have retuned numerous times, did help a bit at some point turning TV slightly but that doesn't work now.
Not sure what to do now.

When did you last retune? If it was on the 17th, then as per the Barskeoch_Hill Freeview Transmitter page (this is the DAB radio page), it was off-air on that date for Essential engineering.
If it was at the beginning of this week upto about Thursday, the weather conditions had been causing some interference to TV signals.

The way you have worded you comment, suggests that you are using a set-top aerial which should be fine considering how close you are to the transmitter.
I suggest you unplug the aerial, and do a full automatic retune. This should clear the memory with the aerial being unplugged. Plug the aerial back in, make sure it is pointing correctly at the transmitter and carry out another retune. Hopefully all your channels should be restored.

I have poor FM Radio reception, which I believe is brought to Dalbeattie via the Barskeoch Hill repeater. Has the power output at the site been reduced? If so, I strongly recommend maintaining it at the previous power level. I can actually see (line-of-sight) the antenna mast from my upstairs window. I have an FM radio with a 6ft whip antenna in the next room and you'd think I'd get good reception. I normally have decent reception but today it is poor, 'down in the noise' and I can hear other FM stations from further outreaches, underneath Classic FM and Radio 3. Perhaps it's some 'Sporadic E' interference but you know, being able to see the mast and yet having days, (many each year) when FM reception is noisy & crackly (low signal reception), is just 'unacceptable' for such proximity.
Hope some recommendations for increased power-output or better FM repeater antennas for Dalbeattie direction can be made.

The Barskeoch Hill transmitter is DAB only as far as I can confirm. The nearest FM transmitter serving your area is Sandale roughly to your ESE, it's SW of Carlise and would normally give you good reception.
The BBC are reporting that the transmitter is on reduced power due to essential engineering.
