The 21+ just means the channels is actually offset by 166kHz which won't be a problem for your receiver.
The actual bearing from your location is 18 degrees for Buxton, and the predicted reception is 100% for all 3 multiplexes. It's unlikely that the aerial has anything directly to do with the signal on C21 if your signals on C24 & C27 are ok. I assume your TV does have a T2 (HD) tuner?
When you say you have a really strong signal on C24 & C27, exactly what % strength and % quality do you have for each of the 3 channels.
Exactly what was the make and model of aerial you installed? Did you install it with the rods vertical? Buxton is vertically polarised.

Sony decided that channel is broadcast on the Local multiplex and a local multiplex is broadcast from Waltham. You should have a local station at LCN7 in your EPG, Notts TV? but without a full postcode to check the predicted reception at your location we can't say.
If you are getting the Local station you should get LCN50 along with a few other programmes. See Channel listings | Freeview

Mendip was on Planned Engineering last week, not listed for this week but of course some may still be going on.
At present signals seem normal.

Mendip transmitter has been on Planned Engineering with "Possible weak signal" which in some locations will look like no signal at all. There are frequently many transmitters around the country with engineering, so people may be reporting things without realising what is happening.
It's never a good idea to retune when you have weak or lost signal as all it does is clear any correct tuning and you'll just have to repeat retuning when signals are normal.
At time of posting this all Mendip signals appear to be normal.

Leaving aside the programme content on some of the channels available, the quality of digital transmissions is far higher for lower power than was the case with analogue (more environmentally friendly). If you could provide a full postcode, we can have a look at the predicted reception at your location and maybe able to offer some advice to solve the problem you are having.
Do you know exactly which make and model of aerial you have?

The Hannington transmitter is listed for Planned Engineering this week with "Possible weak signal" so it's not likely to be you :) I wouldn't try retuning whilst you have a pixelated picture or no signal as all that will do is clear the correct tuning. If you've done that you'll probably have to retune again later when the signal is back to normal (that may take several attempts!).
Noting your comment on the DAB page, are these trees really stopping you getting a decent signal from Rowridge? If you provide a full postcode, we can look at predicted reception and may be able to offer some advise.

According to the Freeview checker, there appears to be an unspecified problem which says "A problem could be affecting your signal right now"
The BBC have a report "From 3:23pm to 3:25pm on 29th Mar 2020 BBC A Slightly reduced power due to a fault".
So we can only guess that there's something ongoing!
