If you look at the channel information near the top of this page you will see that BBC1 HD does not have any regional news service, taking only the national news (we have the same limitation in the South West). The ITV service is shown as being from Granada, hence their adverts.

Are both the TV sets the same model? If not, do they both have DVB-T2 tuners built in? An 'HD Ready' TV does not normally have such a tuner and that is thwe type needed to receive COM7 services (even if they are not all in HD format). The User Manual would normally tell you that information. If it is not available then could you tell us the full model numbers of both sets, identifying which does not get the COM 7 signals. Then we could look for the manual and specification.

This website does *not* show that Forces TV is available on Freeview! The headings on the top of the page you have linked to do not show a Logical Channel Number under Freeview, meaning it is not available on that service.

It *is* available on Sky and Freesat, though I have not checked this myself.

A post code would help us determine whether you are served by a full Freeview Transmitter or a Freeview Lite one. The latter do not all yet carry the complete range of HD services.

You are only 10 km from the Divis transmitter and just 2 km from the Carmoney Hill one, so both are rather close. You also have several mobile phone transmitters nearby, thought the map at Freeview reception at BT37 0HU does show you are outside of the service areas a little. I would suggest you check the signal strength readings shown by your TV set (look in the User Manual for your TV to find out how to show those but *do not* perform a retune). You should also check which channels are tuned in to find out which transmitter is being used. Look at Coverage Checker - Detailed View to see the channel numbers used for each multiplex.
The signal strength should not be higher than 80% nor lower than 50% for any of the multiplexes. If they are all correctly tuned to the same transmitter and the strength is above 80% then an amplifier would make things much worse, an attenuator is likely to make things better.

To receive any of the channels broadcast on the Channel 21 multiplex you need a TV set with an HD tuner. An 'HD Ready' set probably does not have such a DVB-T2 tuner built in.
Do you have a set or STB that has a DVB-T2 HD tuner?
