Based on the three reports, the Bath transmitter would appear to be off the air.
Philip Dent and Hannah, you've shot yourselves in the foot by retuning as you have wiped the memory of your receivers. You now have too issues: 1. The transmitter is giving no signal 2. Your receiver isn't tuned to its frequencies.
Therefore you will have to repeatedly retune, but only once the transmitter is back on will you get anything. This is because you can't tune to something that isn't there and you won't know it's there until you've tuned.
Those who resisted the temptation to retune will simply be able to keep switching on their sets and seeing if the channels have returned.

Rob: Never.
The Commercial (COM) broadcasters cover 90% of the population using 81 of the largest transmitters (largest by viewer population). There are over 1,000 small "filler-in" relay transmitters like Penny Bridge which the COM broadcasters do not wish to pay for. If they did, then it would roughly double their cost of transmission whilst only adding about 8.5% of the population to their potential viewer-bases. As they operate purely for profit by showing advertisements to as many viewers as possible (which the wish to acquire at lowest possible cost). These are the laws of capitalism.
The only thing you can do to get all Freeview channels is investigate the possibility of reception from one of the full-service transmitters.

Joe: Which transmitter are you using? Divis or Brougher Mountain?
The two transmitters' digital channels are the same before switchover, albeit that most of opposite offsets.
If you are using Brougher Mountain, then Mux 2 is on C34+ and Divis' Mux D is also on C34+. Perhaps this explains the lower transmission power of the latter (relative to most other channels from Divis).
Could the issue be interference from the other station?

Lesley Wale: You certainly won't ever get it from the Perth transmitter. "If" at your location you can receive from a full-service transmitter then it may be possible.

Lesley Wale: Further to the above, I referred to your posting made in January which carries your post code. It would appear that you will not be able to receive the Commercial channels.
Have a look at Freesat for additional free-to-air channels, including Film4.

Andrew Jordan: The Whitby transmitter does not carry any digital (Freeview) channels until switchover later this month.
It will only carry Public Service channels which are shown at the top of this page. There will be no ITV3, Pick TV, Yesterday, Film4, Dave, 4seven etc.

ERIC ARMSTRONG: On 12th September the PSB1/BBCA multiplex will come on air. This will give you all the BBC standard definition services plus BBC radio.
Analogue BBC One will take the place of analogue BBC Two. This is so that PSB1 can go on the same UHF channel (frequency) as the former BBC One analogue.
ITV and Channel 4 analogue will continue until 26th September when they will be replaced with the other PSB digital channels.
The Eston transmitter will only carry Public Service channels; the Commercial ones only broadcast from main transmitters and larger relays.
Public Service channels carry BBC standard definition, BBC radio, ITV1, ITV1+1, ITV1HD, ITV2, Channel 4, Channel 4+1, Channel 4 HD, E4, More4 and Channel 5. That's the lot from Eston.

Nick: Just to add that if you intend to do it yourself, or get a friend or family member to assist, then you will find a wealth of information on ATV Sheffield's website, as well as an online shop.
Caldbeck uses all Group A channels, so don't be tempted to buy a wideband aerial from a DIY shop as they aren't as sensitive on Group A channels. See this page, including following the link "See the wrong aerial for any A group transmitter":
