Just installed new (2019) Panasonic led TV purchased in France. It has a satellite tuner. Completed a scan of the Astra 2 (28.2E) satellite. Brings up all channels except Channel 4 and Film 4, as far as I can see. Done a manual scan for the specific frequencies, still refuses to bring up Film 4 or Channel 4. Signal strength and quality are at 100%. Baffled?

Geoffrey Date: I'm assuming you mean the All 4 catchup service, which has on demand programming from Channel 4's various channels (iPlayer is the BBC's catchup service). I've never watched any films on All 4, however you can certainly pause and fast forward/rewind on all their other programmes so I would expect that to be available on films too.

As from 22/11/2020 I cannot get a picture on Film4 - screen is black but sound is perfect. Film4+1 works perfectly. I am tuned into the Craigkelly transmitter in Fife and all other channels appear to be working perfectly. I have tried re-tuning (both manually and auto) to no avail. Any suggestions please

The Craigkelly transmitter is currently listed for Planned Engineering (with Possible weak signal at times).
It's quite probable that this has a bearing on your issue, a technical problem related to it may even be the reason for the maintenance.
The Film4+1 channel is on a different multiplex. See https://www.freeview.co.uk/corporate/platform-management/channel-listings for which channels are on which multiplex, the UHF multiplex channels at Craigkelly in the order PSB1-3, COMs4-7, Local are -
C27, C24, C21, C29, C31, C37, C55, C32 (C meaning UHF channel).
I would think the picture would return without any further retune, but you could always try a manual retune for the D3&4 (PSB2) multiplex on C24 if you like.
