No frequency changes have been announced as yet for any TV or DAB transmitter. Later this year a rolling programme of TV frequency changes is due to start and will last well into next year.
You should still be getting exactly the same service from the DAB transmitter as before and likewise the TV transmissions of Freeview.

Only if and when the relay is converted to use DVB-T2 transmission encoding is it ever likely to be included. There is currently insufficient capacity to add any more channels to a 'lite' transmitter.

You are right in thinking it is a problem with your mother's aerial system. If you can, check all the connections that are accessible. Make sure that the coaxial cable is fitted correctly and that the inner core and out braiding are entirely separate. Unplug each coaxial plug and re-insert it into the socket - light corrosion of the contact is a known cause of your problems.
If that fails, then you need the services of an aerial installer - but don't let them fob you off with a new 'digital' aerial as there is no such thing. If the aerial has to be changed, then have a log-periodic fitted as that will cover all current and future transmissions as fas a can be foreseen.

There are no issues currently being reported with the Rosemarkie transmitter. The problem you report is most commonly due to a poor connection in your aerial system. So check every signal connection carefully, ensuring that the inner core is separate from the outer braiding and that all plugs and sockets are correctly fitted. Light corrosion of one contact is the common cause.

Can you get COM8 on channel 31? Plus, do you have a TV capable of receiving Freeview HD services?
If your response to either question is megative then you need a different TV or STB that is capable of recieving such. (HD ready set are not equipped to get the DVB-T2 transmissions, but the display can show HD images.)

There is no reported engineering work at the Caldbeck transmitter so your problem is more likely to be poor connection in your aerial cables between the aerial and the TV set. Check all of the connections and unplug them and then re-insert the coaxial plugs. Be careful not to damage the cables where they are fitted to the plugs.
COM7 and COM8 are always transmitted on lower powers so will be affected most by poor or corroded connections.

Further to that said by StevensOnln1, it would be wise for you to fit a log-periodic aerial if you need to change your current one. They will be suitable for reception of all current and foreseeable future TV transmissions. They are readily available and not expensive.
Depending on your signal levels, which relates to how near you are to the transmitter which is just off Old Blandford Road at Harnham Hill, you could use one such as the Log-36 offered here: Online FM DAB TV Aerial sales Note that other suppliers are available. If that aerial has too much gain you could use a lower gain type or add an attenuator. All will cover the wanted channels.
