Unfortunately due to technical issues the Planned Engineering list is apparently not up-to-date. It's therefore quite possible that there is work at Crystal Palace. In any event Arqiva never provide the details of any work or how long it may last.
Do you have a set with a T2/HD tuner and so can get the HD channels 101-105?
Additionally not all the details on the Crystal Palace page are up-to-date, they currently are -
In the multiplex order BBCA/PSB1, D3&4/PSB2, BBCB HD/PSB3, SDN/COM4, ArqA/COM5, ArqB/COM6, Local multiplex, the UHF channels for Crystal Palace are as follows
C23, C26, C30, C25, C22, C28, C35 (London Local mux).

The licence fee is not a subscription to any TV service. What independent broadcasters do is down to their own policies and finance. You would need to contact the Smithsonian channel to ask if they can provide sub-titles. This isn't their website and they are highly unlikely to see your comment here.

Programming on the new channel numbers won't be available till the changes are complete and both channels will return soon. In the meantime, you will still be able to view BBC Four on Channel 9, or 24 in Scotland. CBeebies can be viewed on Channel 202."
Detail from more informed sources have explained that the new encoding and associated equipment being installed to allow regional news on BBC1 HD (and I believe ITV1 HD) has improved compression techniques which has created some further space on PSB3 to allow room for BBC Four HD/CBeebies HD.
BBC News HD is transmitted at various times on BBC1 & 2 HD and is also available on iPlayer.
As mentioned by StevensOnln1, there have been delays in equipment delivery from outside the UK due to ongoing covid, and engineering work has been taking longer due to UK staff sickness and updates aren't currently readily available.
A number of us do think the BBC could have been slightly more informative with their information, but it's obviously an issue outside of their direct control.

Oh, forgot to mention - that regular viewers of the channels on COM7 will have seen the pop-up information that appeared on each channel explaining what was happening to the individual channel after June 29th/30th and these pop-ups were available for at least a week.
COM7 (& 8) were always temporary multiplexes (this is years old information) to stimulate interest in HD. The OFCOM extension of the licence until June 30th 2022 had been known since June 2020 which was initially the date it was thought those two multiplexes may close had the sale of the frequencies for MNO use (EU wide) gone ahead as planned. Covid of course disrupted all of this.

Just doing some random checks in the area, especially if you are close to the coast, I don't think you will stand ANY chance of getting a reliable signal from an indoor aerial, either from Tacolneston or from either relay transmitter at Lowestoft or Adelburgh.
If you are close to or west of the A12 you might stand a chance of getting a reliable signal from Tacolneston with an EXTERNAL aerial !
What sort of aerials have your neighbours got and which way are they pointing? That should give you some clues.

To add to the issue, if you are getting your signals from the Pontop Pike transmitter, there is the possibility that the transmitter may be having Planned Engineering where the Possible effect on TV reception may be "Pixelation or flickering on some or all channels"
Do NOT retune as this may clear you correct tuning.

See Channel listings for Industry Professionals | Freeview for which channels are carried on which multiplex.
Note COM7 has now closed (it was only ever a temporary multiplex).
Worth repeating now and again for those that aren't aware.

The short answer is you can't, it's just not available.
Some of the shows screened on Pick may be available on some of Sky's other channels, some of which might be available through streaming services such as NOW TV and of course the various ways of subscribing to Sky.
Some series may be available on other (non-Sky) channels but not necessarily the same as a current series on Pick.
It will just depend on what you want to watch or "catch-up" on.
