Margaret: If you are referring to programmes like ITV3 etc then that's quite correct, as the Felixstowe transmitter is classed as a "light" one meaning that only three Mux channels are broadcast, one of being the HD service, with the reason for programmes such as the one mentioned not being broadcast being purely because the commercial interests involved weren't willing to pay for the Multiplex operating costs.
I had a check at the reception predictor for your post code area, unfortunately no alternatives are really shown as being possible except for maybe Sudbury mid 2012, even then its shown as being variable and as such could not really be relied upon.
Freesat being your only option for 99.9% guaranteed reliability.

I wonder if you might know to whom I can complain about the channels missing on these 'light' transmitters? We are shortly going to have a similar problem with Aldeburgh. Even though it covers a wide area, it is to lack ITV 3 and 4, yet give us Rabbit and Gay Rabbit.
The powers that be have a reprehensible set of priorities.

Nick: There is no-one to complain to.
Rabbit and Gay Rabbit are low bandwidth services provided by Teletext Ltd, which as the national teletext operator is allocated 5% of multiplex by the Broadcasting Act. If they were removed, there would be no space for any more TV channels.
The commercial operators do not wish to transmit from the relay transmitters, Ofcom has no powers to force them to do so. This transmitter covers a maximum of only 4,800 homes, they do not regard it as profitable to transmit from masts that cover less than 10,000 homes.

Nick: Thanks Brian, but I would imagine Aldeburgh serves many more. Even if we discount the two horrors I mentioned, I think many would be annoyed to have ITV 1 twice, ie ITV 1 + 1, rather than ITV3. I do not understand why the regulator is so toothless, doubtless we pay them for sitting back and not doing commonsense things.
Why would removal of two naff channels not clear the way for two public service ones?
link to this comment |
Nick: The Aldeburgh transmitter covers 9,500 homes.
ITV1 +1 has to go on multiplex 2/D3+4 because it is a service with regions. Only the D3+4 multiplex has this. ITV3 is contained on Multiplex A/SDN as it is a UK-wide channel.
Which two "naff channels" are you suggesting getting rid off?
The Broadcasting Act 1996 allocated 45% of multiplex 2 to the "Channel 3 licence holder" (that's ITV plc, STV or UTV), 45% to Channel 4 and the little bit left to the "national teletext licencee".
Ofcom has no power to force any changes on multiplex 2, other than to require the transmission of the licensed Channel 3 programme and Channel 4.

Thanks Brian,
I was thinking of the two rabbits.
It seems to me that ITV3 and 4 could be termed public service channels and I think many are going to be annoyed not to have them.
Please could you also let me know if freesat is likely to extend its number of channels? As you kindly suggested in the past, this is now my chosen tv method as freeview seems problematic. However, I have discovered it is a poor substitute in terms of channels offered, specifically we lack Challenge and Yesterday. It is all very well the powers that be saying freesat is designed for those lacking freeview, but they should at least be required to make the two services comparable.

Nick: OK, as I said, the text services would not provide any television capacity even if the law allowed such a thing.
ITV3 and ITV4 are not public service channels, and ITV2 only gets to be on multiplex 2 because the Channel 3 licensee can use the capacity for additional channels of it's own choice.
ITV1 has to provide news, and regional news as part of the "public service", and in return gets a listing in position 3 on the EPG. ITV2, ITV3 and ITV4 have no such public services.
The Channel 4 corporation is a not-for-profit public corporation, which funds itself by advertising, and as such get the other (almost) half of multiplex 2, again by law.
There is no chance whatsoever of Challenge going on Freesat, it is a Sky-owned channel.
UKTV's channels Yesterday (and Dave and Really) are contractually forbidden by their satellite encryption contract with Sky to provide free-to-air satellite versions.
It is my understanding that BBC Worldwide are happy to take Sky's (very small) shilling for their UKTV operation, as they like to "have a finger in all the pies".
Freesat does not provide any channels at all, it simply provides an EPG and promotional services to existing channels.

Thank you Brian for a very full answer.
I do not understand your final line though.
It seems to me that No-one will stand up to Sky. Why on earth they have a hold over freesat is beyond me. I thought freesat was set up to overcome Sky's monopoly of satellite broadcasting If Challenge and Yesterday can be on freeview, I fail to understand why they cannot be on freesat. Freesat is obviously a second class service and no substitute for freeview, which because we have insufficient terrestrial transmitters, we cannot receive through no fault of our own. It would be nice if your very informative letter could be put on a major part of this site so that the hackles of many viewers may be raised and we attempt to do something about this unacceptable situation.

Nick: Freesat was never set up to "challenge Sky's monopoly", it was set up to market existing public service channels (BBC, ITV, Channel 4) without having to use the Sky EPG.
Sky OWNS Challenge, they will hardly put one of their subscription satellite channels out free-to-air. They only did it on Freeview because it better from their point of view to fill the slot they bought from Virgin (it was Channel One/Virgin One) than sell it to a competitor.
As I said Yesterday, Dave and Really belong to BBC Worldwide and the contract they have with SSSL to provide them with encryption (and a little subscription revenue) for their ten channels FORBIDS them to put the same channels out free-to-air on satellite. If they want to put them all free-to-air on satellite, they could do that, but if they want any single channel to have a encryption/subscription model then they all have to.
You can compare the channels on Freeview with Freesat here - Compare Freeview and Freesat TV | ukfree.tv - independent free digital TV advice .
