Is there an ongoing fault with output power. My TV signal continually drops to 38% and strength to 68%.
The problem has been like this for 5 weeks.

You haven't said if all channels are affected, if not, which ones?
You've said the signals drops to 38% then the strength is 68%, it can't be both, is one of those the quality figure?
Is the problem continuous or is it something that only happens at certain times?
Have you checked that your aerial is still pointing in the correct direction, what direction is it pointing?
Check that your downlead looks undamaged (especially if it is old) and is secure and not flapping in the wind.
Is it pointing at the Plympton transmitter with the rods (or squashed Xs) vertical? A full postcode would show which transmitters you might receive.
Have you changed anything in your installation?
There haven't been any recent Freeview faults reported or Planned Engineering for Plympton if that is the transmitter you are receiving, if so check that you are tuned to the correct UHF channels as per the very top of the page.
Also check all your coax plugs, connections, flyleads etc, unplug connectors check for corrosion or other problems and reconnect them. Flyleads are a common problem, try swapping/changing them.

Can't find any reported faults for the Plympton transmitter, nor its parent transmitter Caradon Hill and neither are listed for Planned Engineering.
Have you changed anything in your installation at all, moved anything - cables etc., got any new electronic or electrical equipment? Have you retuned for any reason? Check you are correctly tuned to Plympton's UHF channels.
Do check all the cables behind the TV or anywhere else that may have been disturbed. Sometimes bad connections can appear to only affect some multiplexes. The BBC multiplex is on UHF channel 40, the SDN multiplex (which carries 5USA) is on UHF channel 41.
Presumably your aerial is still intact and pointing in the correct direction, and the downlead isn't flapping in the wind?

Good morning I have been having outage problems for the passed month my postal code is PL12 6UL,
I have tried reprogramming the channels using the TVs alto programming but that as changed nothing.
Any advise would be welcome as anything changed in the past month.

Hmm. Are there particular TV channels or multiplexes that you are having a problem with?
I assume you meant auto programming. Having looked at the predicted reception for your postcode it varies considerably depending on where you are with in it.
None of the transmitters you might receive have any reported faults that I can find, nor are they listed for Planned Engineering.
A lot of addresses will get good reception from Caradon Hill and only a few from Plympton, so auto tuning could produced some "mixed" results.
I did think it might be the very local terrain responsible but that's not obvious from looking on street view as the one thing I noticed was I couldn't see any TV aerials!
So in light of all this, some more detail about your installation is needed to give some sensible suggestions.
Where is your aerial located? Roughly which direction does it point - compass bearing 307 degrees - that's almost NW, or compass bearing 109 degrees - almost ESE?
Are the aerial rods (or squashed Xs) horizontal or vertical?
Don you have an amp/splitter to provide signal to more than one TV? If so, where is it located & do you know the make/model?
Have a look in your TV tuning section and see which UHF channels the set is tuned to for each of the multiplexes you are receiving/

Two different multiplexes are involved.
As you haven't given a full postcode we don't know what your predicted reception may be, whether or not your predicted transmitter would be Plympton or whether you are just somewhere around the Plympton area and may be receiving another (maybe main) transmitter.
Are your aerial rods (or squashed Xs) vertical, and which way is it pointing?
Plympton isn't currently listed for Planned Engineering.
