UK Free TV shows the coverage area for a radio transmitter as a coloured overlay (orange for FM, other colours for DAB) on the grey map. We have computed the coverage by combining the terrain with the official radiation pattern. I have been listening to the BBC Radio 3 Proms on FM - because I understand that FM provides greater "accuracy" than .
On quiet passages there is audible hiss and crackle - I have used three different FM Tuners.
Is this because the BBC is using sub- FM transmissions in order to "push" people towards DAB?
Would I get better sound with a DAB tuner?

Frank, I reckon, the best way to listen to BBC Radio 3 and other BBC Radio is bluetoothing BBC Sounds through WiFi or mobile phone to your hifi unit! The data rates per channel on the BBC Sounds app is reproducing CD sound for each service!
If your hifi is a tad old and is a non-smart stand-alone "dumb" unit, make it smart by purchasing a Bluetooth device and plug it into the hifi auxiliary slot! Google Chromecast audio plug-ins are priced around 30 quid!

it sounds like you might not have quite a strong enough FM , and/or your is getting old and is giving more background noise.
One of the primary differences between and FM is that DAB doesn't give the same dynamic range (on sound level) as FM which is why purists prefer FM but you do need a good signal and kit ;)
